The Gambling Licensing Program (GLP) was established in July 2015 in the Department of Justice and Regulation (DJR), now the Department of Justice and Community Safety (DJCS), following the appointment of the Director, GLP. The primary purpose was to oversee the delivery of all the current and upcoming gambling licensing projects. The purpose of bringing the licensing projects under the umbrella of a program is to leverage the significant similarities between the projects in order to achieve efficiencies and facilitate successful delivery, including through:
- shared resources
- common governance structure
- common project management framework
- consistent processes.
Gambling licences
Gaming and Liquor is the primary government point of reference for industry, community and government on liquor and gambling matters. Gaming and Liquor is responsible for the provision of strategic policy advice and support to the Minister for Casino, Gaming and Liquor Regulation.
GLP’s responsibility for the State’s gambling portfolio encompasses conducting the following licensing processes under the Gambling Regulation Act 2003 on behalf of the Minister:
- Public lotteries
- Gaming machine entitlements
- Keno
- Wagering and betting
- Monitoring
- Pre-commitment (YourPlay).
Victoria’s various current gambling licences progressively expire between 2027 and 2044:
